A Study On The Impact Of Chinese Regional Administrative Monopoly On Regional Economic Growth

Since the reform and open-up, China has changed a lot in both economic and political area. Regional government which represented provincial government played a vital role in repid development of national economy. In addition to, regional and district government develop positive competition in different aspects, such as developing local economic and exploiting the region market and so on. Therefore, the regional government will further reform the state-owned deficit enterprise and poor management enterprise. Meanwhile, it will intensify investment promotion and make local economic develop steadily and rapidly. To avoid the abuse of local fund and succeed in the competiton in the process of political system reformation, the regional governments, especially provincial government,to be the maker of the regional policy and performer of the central-government policy. They must rely on their own administrative authority to control and reject competitors from other local area, and try to set different authority monopoly barriers to promote the development of local area. Along with the economic development of our country, the forms of regional authority monopoly are various, from the original resorce competition, and then the marketing barriers, to the production barriers and "technical trade barriers" for health and industry and commerse. As a consequence, it brought great difficulties to our marketing integration and distribution and usage of resource.Resulting in a mass of repeated construction and wasting resources, as well as national long-term economic development and scale economic effect are affected.This article has collected the authority monopoly index and GDP data from twenty-eight provinces. By analysing and calculating these datum, the author carried out empirical study about the influence of regional adimistraion monopoly on regional economic growth. To begin with, the author selected the samples from the four representative provinces of eastern, cetral and western areas,especially the datum from1985to2006. According to these datum,to calculate and draw the approximate curve of quantitative relation of authority monopoly index and GDP data. And then using the data fitting least-square method, to obtain the optimal approximation of the curve function relational expression, to analysis the influence of regional adimistraion monopoly on regional economic growth. Many scholars in our country have made a lot of research on this topic, but most of them are qualitative researches. This article using numerical approximation, quantitative calculation and description, to analysis influence of regional adimistraion monopoly on regional economic growth, which is also my innovation.
