Vulnerable Groups In Engineering And The Realization Of Their Rights And Interests

Concerning on the rights and interests of social vulnerable groups in engineering embodies the requirement of constructing harmony society. Existing in each stage of engineering practice, vulnerable groups in engineering, who are such kinds of groups that their voice and appeal for rights and interests are omitted and of which rights for basic survival and development as well as the rights and interests for property is difficult to be respected, vindicated and protected that they should have obtained, mainly comprise workers, the main body of the inner side of engineering, as well as the community dwellers, influenced by engineering outside. They are rather weak in such aspects on wealth allocation, engineering and social risk resistance. Besides that, they possess less resource of economy, politics and culture for their lack of abilities and low level of education. Meanwhile, they display the characters of colony, complexity and extensiveness. By comparing the demolition case of China with foreign country's, we can find out that the realization of rights is in a hard situation, their economic interests are threatened, their personalities couldn't be respected, their reasonable legal rights and interests couldn't get protected, no ways to join the decision making in an engineering, personal rights and interests appeals are difficult to be exerted and expressed. The reasons sum up as follows:the guide idea about the engineering is warp; the decision-making mechanism of democratic consultation is lacking in engineering; policies, laws and institution construction are unfit; the cannels for expressing the interests are blocked. In addition, the disadvantages of oneself also determine the actuality of the rights and interests which are difficult to be realized. Ethical principal of Compassionateness demands people to commiserate weak people's realization for their rights and interests with the feeling which is like to suffer the same as they do; the respect for human rights is also the inescapable moral and lawful responsibilities; the principal of humanism demands social members to take on moral the responsibilities for concerning and focusing the vulnerable people. The principals of social justice even provide ethical vindication. Base on these ethical principals, the assumptions and suggestions to solve the problem are provided, including setting up the people-oriented idea to direct the engineering; actively exert the functions and duties of government; vulnerable groups in engineering obligate their behaviors for protecting and appealing the rights and interests themselves; media and Non Governmental Organization together to join and help.From the angle of engineering philosophy and sociology, adopting the research method of comparison and analysis, this thesis explores the realization of the rights and interests of dwellers who are in the same position in the demolition and house moving project in China and overseas. By using the studies of cases, this thesis finds out the problem and sums up the reason hide behind the phenomenon. The points of innovation in this thesis put forward the concept, characters, actuality and forming reasons of vulnerable groups under the perspective of engineering activities. Besides that, another highlight for this thesis is to study the issue of vulnerable group by using the knowledge of sociology, thus, enrich the studies for engineering ethics across the subject fields.
