Studies On The Countermeasures Of Restricting Over-expansion Of Chinese Government Sectional Interest

Government sectional interest isn't a new problem. It was called Segmentation of Trap and Block during Planned Economy period, and the direct management was the principal aspect of the contradiction. But to a large extent it was under the control of the overall interests and was in the scope of the government regulation and control at that time. It didn't gain independence and its scale and effect was limited. Along with reform advancement, in the process of government-led economic development, consciousness of government section strengthens step by step. The way that the government section making use of public power seeks profit is gradually various and sectional interests expands and gains independent character. Government sectional interest has expanded to cause grave negative effects on every aspect of our society, such as economy, administration and so on.The ultimate purpose of the sectional interests is for administration staff. Only people are both the creators and the holders of the interests. Administrative staff lives in the community environment, their behaviors will be inevitably influenced by various environmental factors. The cultural tradition is important part of social environment. Ecology of public administration attaches importance to the relation between the administration environment and the administration pattern. This makes a new way for us to understand the over-expansion of the government sectional interests.The public choice theory views administration staff as "Economic Man" and make a research about public choice which is different from private choice. The theory of government failure is an important achievement of the public choice theory. Its research about government expansion and inefficiency of government section give us profound enlightenment to understand and control the over-expansion sectional interests.This paper is divided into five chapters. The first part sorts out related reference materials about government sectional interests and makes some assumptions about the essay.
