Hong Kong, which once was a colony area, has already returned to the People's Republic of China. And its government, which was a colonial government during the past years, has changed a lot since it return to the People's Republic of China. The public power architectures of both British government in Hong Kong and Government of the Hong Kong Special Administrative Region are the mode executive-led separation of the executive, legislative and judicial powers. The public power architectures develop with the development of the society. Under Basic Law of the Hongkong Special Administrative Region, The public power architectures of the Hongkong Special Administrative Region had a Fundamental change in nature, function and the other aspects. But the two kinds of public power architectures still have a lot of connections.New situation brings about new problems. And the urgent one is the tension between executive and legislative powers. This thesis is divided into three sections. Section one deconstructs the public power architectures of the Hongkong Special Administrative Region and points out the problem of it. Section two shows the audiences the theory of relationship between executive and legislative powers, and then compares the public power architectures of British government in Hong Kong and Government of the Hong Kong Special Administrative Region to find out the reason of the problem. Section three gives out some solutions of problem.
