Recently, during the process of administrative management, each local government’s requirement is becomingstricter and more detail in respect of adaptability on law and regulations. The state council allowing some cities to be the cities of having municipal legislative power is for solving the legal issue arising from the local economic development and, for providing the protection of legal adaptability to local government’s administrative management as well.During the last three decades of reform and opening-up, with the reforming and opening spirit Dongguan city has developed an unique developing path, by which, the great economic and social developments have been achieved accordingly. But base on the Dongguan city’s special administrative frame, population structure and economic model, many social problems concerning new social relationship have been arisen during the economic and social development, also, with arising of legal bottlenecks, the Dongguan’s reforming and opening-up development has been influenced and hampered. Dongguan needs the legislative power so as to solve these problems. The further development of special administrative frame, the transformation of economic development, the social administrative management during transition period, and the initial reform, all these need the support of local legislative power.This thesis mainly study the development process on cities attaining municipal legislative powers, the profound impact and positive effects to local economic and local social development if a city has attained the legislative powers.From a legal perspective, we analyzethe urgency and feasibility of applying to be a city with municipal legislative powers.
