The Research Of Legal Regulations On Administrative Assistance

Supply Administration is the new issue of the administrative law circle. At the present, although the concept of Supply Administration has been introduced in the administrative law circle, the theory of Administrative Assistance has not been studied as an important part of supply administration deeply. In practice, with the development in depth in construction of service government and harmonious society, more and more Administrative Assistances has produced in different areas, which has become an important way of protecting and fulfilling the right of citizen and implementing the function of national social service. Therefore, following the fundamental of the rule of law to control Administrative Assistances is essential, which can prevent and control the abuse of administrative power and arbitrary administrative actions. The author attempts to make an initial plan of the regulations on Administrative Assistance by studying the fundamental theory and analyzing the rules of Administrative Assistance and reviewing the lack of Administrative Assistance's norm.This article includes introduction, main body and epilogue. The main body is composed of four chapters.The introduction summarizes the actual condition of research of Administrative Assistance and the significant of the research of Administrative Assistance.The first part of the main body summarizes the rules which are about Administrative Assistance normally. Firstly, we redefine the concept of Administrative Assistance which is based on existing research in the academic community. Secondly, we coordinate the content of the systems of Administrative Assistance. Then, we summarize the actual condition of the systems of Administrative Assistance. The second part of the main body makes an initial plan of the regulations on Administrative Assistance. The regulations on Administrative Assistance include three parts. The first is the fundamental rules which should be abided by Administrative Assistance; The second is the procedures which should be abided by Administrative Assistance; The third is judicial review of Administrative Assistance.The epilogue is the author's summaries about the thesis.
