Research Of Regional Administrative Assistance System

Regional administrative assistance refers to the administrativeassistance between administrative bodies of different executive regions inthe same legal area. It is intimately related with regional publicadministration. Nowadays, regional economic cooperation in China isbooming and some economic cooperation zones (e.g., Pearl River Delta,Yangtze River Delta and Bohai Economic Rim) are formed. With thedevelopment of regional economic cooperation, local cooperation isexpanding from the area of economy to that of public administration. Inthis background, regional public administration is growing rapidly andtends to be institutionalized. Regional administrative assistance has thefunctions of breaking the regional segmentation, integrating regionaladministrative resources, and cutting local protectionism, etc. For thisreason, it can provide strong institutional support for the effectiveimplement of regional public administration. Therefore, in such a context,research of regional administrative assistance undoubtedly has bigtheoretical and practical significance.In the present study, I conduct the research of regionaladministrative assistance in the background of regional publicadministration. From theory to practice and from the abstract to theconcrete, the study discusses the basic theory, institutional composition,and current situation of regional administrative assistance, and thereuponsome suggestions on the institutionalization of regional administrativeassistance are proposed. This thesis consists of five chapters. Chapter1concerns the definition of regional administrative assistance. It introducesthe basic concept and features of regional administrative assistance basedon the introduction of administrative assistance. Chapter2pertains to thebasic theor of regional administrative assistance. This part introduces thelegal institutional foundation and social base of regional administrativeassistance, discusses its basic principles and institutional functions, andlists its main forms. Chapter3is concerned about the institutionalconstitution of the regional administrative assistance. In my opinion, fourcomponents are included:(1) the subject’s access system,(2) the conditions of application,(3) the implementation procedures, and (4) themechanism of partitioning legal liability and resolving disputes.Development of these four aspects would lead to the institutionalizationof regional administrative assistance. Chapter4talks about the currentsituation of the regional administrative assistance in China. Based onanalysis of the current situation, suggestions for institutionalizingregional administrative assistance are advanced.
