The twenty-first century is the century of urbanization. China at present is going through a process of urbanization with largest scale and fastest speed, which urban development is at an unprecedented period, namely the rapid growth of economy provides basic motivation for urban development, the potentiality releases from marketization and the development of high-tech industry brings negative effects for dynamic mechanism of urban development, and system innovation and policy adjustment has broken barriers that restrict urban development. In addition, the intensive, converging, circulation and radiating function has being reinforced greatly to social resources by the rapid development of urbanization. The quantity and quality of life have obtained the unprecedented development promotion by higher efficiency use for social resources. The rapid development and diffusion of urban civilization had brought the people of different consanguine, different races and different colors so near that people could expand the mutual exchange. Therefore the development of rural urbanization must open wider to the outside world which can promote the health, coordination, sustainable development of city.Since the reforming and opening of China, The coastal cities have developed a lot by means of reform and the open policy and geographic advantages. We have appreciated the rule and pattern of future urban development from the 2010 Shanghai World Expo, which can be defined as blending of diverse cultures in the city, economic prosperity of the city, innovation of science and technology in the city, remodeling of urban communities, and rural-urban interaction. Compared with the coastal cities, the inland open cities have strong closed-consciousness because of historical and geographic reasons, and it doesn't form open environment under traditional thinking methods as well. Moreover, the urban economy, infrastructure, urban management, urban function, ecological environment, industrial structure and citizen qualities in inland open cities were in a relatively backward and underdeveloped stage. The inland cities inevitably appeared the tendency of closed-consciousness and negative thinking under the influence of administrative consciousness , administration theory and other aspects of ethical construction. However, with the push of information technology and information network, the constraint condition that restricted inland cities development is undergoing profound changes. The expressway and information superhighway are opening up new horizons for the inland cities, which is closely related to inland cities and the whole world, and narrowing the gap between the coastal cities and inland cities by means of custom, thinking method and way of working and life as well.The leader in driving urban development, the government should accelerate the innovation development for the urbanization mode in an open horizon, which made inland cities form a multi-directional, multilevel and wide-range opening to the outside world. So, This paper analyzes advantages and disadvantages of inland cities from the angle of the role of county government based on the need of historical reality and future development, and actively explore a new road to urbanization that unlike the coastal cities. And besides, this paper, based on example of Chongqing, which as the sole municipality in the West China, discusses how to transform traditional management model, reform management and development concepts, and explores a road which can be Humanity Harmonious, democratic consultation and scientific development by a sound urban governance, which provides suitable life style, life modality and life ethics for citizen and enable people to live more happily , better and dignified.
