The Research On Chen Yun's Ruling Thought On Governance (1949-1995)

Chen Yun was an important member of the first and second central collective leadership of the Chinese Communist Party. There were three important historical periods in China, that's the democratic revolution period, the socialist revolution and construction period and the reform and opening to the outside period. During the three periods, ChenYun gained rich experience in governance in the long process of ruling, which became important part of the ruling thought in governance of the CPC and were the theoretical results of Marxism adapted to Chinese conditions. So it was very useful to study Chen Yun's ruling theories (1949-1995). Through it we can deeply understand the formation and development of theoretical system of Chinese characteristics socialism, promote the socialist modernization and achieve a harmonious society, etc.This article consists of four parts. The first part mainly analyzes the formation of Chen Yun's ruling theories (1949-1995).The second part is about his six main points of ruling theories, They are taking care of the sufferings and interests of the masses, respecting the conditions for national power, doing as planned and improving overall balance, the development of agriculture and food supply, paying attention to rectifying the ruling party's work style and team building and emphasis on research. Through these six points, we can not only understand his ruling concepts and methods, but also find his ruling effects. The third part is about his three outstanding characteristics on ruling: seeking truth from facts, paying attention mainly to economic construction and paying attention to party building. There are some enlightenments from Chen Yun in the last part. The first one is serving the people wholeheartedly, always being people-oriented, so that power for the people. The second is studying and adhering to the principle, daring to accept responsibility and serving the public. Thirdly, concerning integrated balance, and striving to achieve harmonious development. Lastly, doing as the old words, "crossing the river by feeling the stones", be careful and realizing scientific development.Chen Yun's ruling theory in governance is our valuable property, which is not only an important part of Mao Zedong Thought, but also is an important part of the theoretical systems of socialism with china characteristics.
