| Since the end of last century, learning organization theory has been generally recognized and respected in China. The 21st century is a time when the human society turns to be learning, when knowledge become the first element for social development. Public security organs, as an important functional government department and criminal justice organ, takes responsibility of safeguarding social stability and ensuring the safety of the important tasks and undoubtfully plays a vanguard role in creating a learning society. Public security organs at grass-roots leveal are not only the direct bearers of all the principles of public security work, but also the concrete implementor of those policies. So its functions, good or bad, will be of great impact on public security work. In recent years, for public security organs, their limited quality cannot keep up with the changing social security condition. Facing heavy public security work, grass-roots policemen on the one hand felt too stressful and powerless. Therefore, it is both is the responsibility entrusted by history and a new task for Xiangtan City grass-roots public security organs to create a learning organization. How to use the existing conditions, to fully tap the potential of teams to improve the quality of public security forces, especially the fighting capacity of Xiangtan City grass-roots public security force, has become a very important research topic.In this paper, setting public management, political science, administrative science, organizational behavior and other theories as a guide, learning from the West and domestic on learning-based theory of organizational management, the author puts forward that Xiangtan City learning public security organs, aiming at the improvement of abilities for the grass-roots policemen to learn and create knowledge, should get a lifelong education, for the sake of providing strong intellectual support and innovative power. |
