The Problems And Countermeasures Of The Grass-roots Public Security Organs In Dealing With Mass Disturbances

Since the reform and opening,because of the transformation to market economy,change of social interest and the acceleration of economic development,it becomes inevitable that appeals are not expressed properly,rights are not guaranteed,or the distribution of interests are not balanced.Eventually all kinds of social contradictions become intense and keep accumulating,causing a series of mass incidents.Currently the construction of socialist harmonious society is an important strategic target of social development in China.The construction of harmonious society contains many elements.Among them,social stability is one of the most important content.However,at the present stage,mass incidents still happen frequently in China,which seriously restricts the pace of building a harmonious society.How to improve China's interest dispute coordination mechanism,to effectively prevent and eliminate all kinds of mass incidents,has become an urgent problem to solve in building a harmonious society.This thesis starts from the perspective of disposal practice of grassroots public security organs,through the help of the existing research achievements of mass incidents,combined with the practical work flow of the disposal of the mass incidents,we first discuss the measures to reduce the occurrence of mass incidents by prior precaution,personnel stabilization and aftermath disposal.Then we use empirical analysis to study the appeals of the main body of mass incidents qualitatively and quantitatively,to explore the dependent variables that truly impacts the direction of mass incidents.We discuss case by case,to find specific ways to solve the problems,so that disposal of mass incidents can be carried out effectively.The thesis includes the following four parts.The first part is the definition of the elements and basic characteristics of mass incidents.The second part puts forward the problems existing in the actual disposal process and analyzes the causes of the problems.The third part takes suzhou city as an example to elaborate on the current work flow of mass incidents disposal.The fourth part gives some targeted countermeasures and suggestions to improve the mass incidents disposal based on existing problems.This thesis emphasizes efficient disposal of all types of mass incidents,so that conflict transformation can be prevented.It is not only the demand of maintaining national stability and the construction of socialism,but also the basis of construction of peaceful China and an important means of constructing the socialist harmonious society in our country.The party committees and governments at all levels should perfect laws and regulations,strengthen mechanism construction,strengthen the management of public opinion,and improve the event disposal,improve and innovate the social management ability,constantly improve people's livelihood,explore and improve the methods of dealing with mass incidents,so as to trulycreate harmonious,stable and peaceful living environment for the people.
