Study On Government Social Costs In China

The development of economy and the increase in public service needs pose new requests for the establishment of an efficient and honest government.Hence,how to launch a comprehensive and in-depth study on social costs of government becomes a concern in the academia all over the world. The author poses his own attitude based on the analysis and study on government social costs and the reference to views of scholars: only does one firstly understand the components of government social costs in conception,he can study the government social costs with an emphasis,and then puts forward some equitable and effective suggestions on establishment of efficient and honest government. This thesis argues that government social costs include not only administrative costs, budget expenditures;but also ex-budget expenditures and government extra burdens,defined as the social,economic and ecological burdens and losses caused by government conducts. This thesis firstly makes a comprehensive analysis on the theories of government social costs to allow one to generally understand the theoretic foundation and structure of it. Secondly,the author describes the existing problems of government social costs in China,and deeply analyzes these problems, thus find out the potential causes of them. The third part lists some useful experiences for China on the basis of the knowledge and analysis of the measures to control government social costs in some typical developed countries. Some feasible suggestions are put forward from the perspective of system reform and effective supervision in the last part. This thesis aims at analyzing the subjects comprehensively and systematically from different perspectives,and then grasping the essence of the subjects. The subject of government social costs should be studied in certain context. The control of government administrative expenditure and government public service expenditure must be emphasized from the perspective of decreasing financial costs. These expenditures must also be stressed and the concept must be changed when making the strategic decisions in the process of economy development from the perspective of decreasing the extra burdens caused by government conducts. In general,the author draws a conclusion that the construction of an efficient and honest government needs to further reform the political system and consummate the social supervision mechanism through the analysis and study of the existing problems in the government social costs.
