The Study Of Economizing Administrative Costs In County Government In Present China

County governments one of the administrative system in China history,which is very important.Its territory, culture, population, resource, economy are relatively stable. But these stable factors have been affected in the high speed developing.And at the same time,the county government have tried to follow the step of city,and search a way to exist in historical change in China.Reform and development is mean to destroy the old and establish the new.There are many problems in this process.One of the most highlighting problems is,the administrative costs have improved in county government with the social development.What’s more,the costs’ improve speed has surpassed the economy’s.More and more county government is facing this puzzle.Their administrative costs are too high,and wastes are heavy.ln the paper,I’ll try to discuss this problem in four steps as follow:First of all,it’s about the theory.introduce some influential managcrialist and their master work.And I’ll prove the possibility to save administrative costs in present China.In the Chapter two,there are lots of examples to tell us what the county government costs is.And try to find out why would these be.From Chapter three,I begin to study how to solve this problem.By reason of the background is present China,I believe that it’s necessary to analyze the basic directive and principle.Then I put forward four paths to build a reasonable frame.the paths are about the administrative subject,adjust the organization structure,budget control and supervision,performance evaluation.These four factors could be a circle and interaction.I hope this frame could be a useful research in saving administrative costs of county government.
