A Comparison And Analysis Of The Social Security System For The Disabled Persons Of Shanxi Province And That Of China

The Second China National Sample Survey on Disability indicated that the population of disabled persons in China has reached to 82.96million, which is a great proportion of the whole population of China. The living conditions of the disabled persons are poor. They face such problems as poverty and difficulties in participating in social affairs. The living conditions of the disabled persons and the social attitudes towards them need urgent improvement. However, the present social security system for the disabled persons in China is not sound, which not only fails to remove the obstacles the disabled meet in adapting themselves to the society but also fails to improve social attitudes towards the disabled persons and their living conditions.Based on the data of the Second China National Sample Survey on Disability, the thesis compares and analyses the differences and similarities of the disabled persons in Shanxi province and that of the whole country in such aspects as living conditions, social securities, basic living allowances, the government relief, educational levels and states of employment. Advices and measures, which are based on the through grasp of the social security system for the disabled of Shanxi province, are proposed through the comparison and analysis of the data.A qualitative-quantitative combined approach is adopted in the article, i.e. both secondary analysis and the analysis of the existing document are utilized to analyze the data of the Second China National Sample Survey on Disability. In addition to that, analysis is also conducted on the relative works, graduation theses, periodicals, policies, laws and regulations as well as data and materials quoted from the internet.It is held in the thesis that four obstacles hinder the development of social security system for the disabled persons in Shanxi province, i.e. the living conditions of the disabled people are poor, their basic social rights are inadequately realized, the guarantee system of their rights is not sound as well as difficulties in adapting themselves to the society due to the bias from both the healthy persons and the disabled persons themselves. To remove those obstacles, measures are proposed as follows. Firstly, the means of raising money should be multiplied to provide adequate fund for the social security system for the disabled persons. Besides, the government should play a main role to guarantee the living conditions of the disabled persons. Secondly, access to education and improve the employment services for the disabled persons should be guaranteed so that they would participate in social affairs as the healthy persons do. Thirdly, efforts are needed to establish and improve social security system directed at the disabled persons and to make it more efficient, feasible and targeted. Also efforts are needed to improve the understanding of and identification with the disabled persons in the society so that the consensus to care for and help them will be shared by every member, which helps the disabled persons to enjoy their basic rights in every aspect of social affairs.
