Study On Local Government’s Purchase Of Public Service For Disabled Persons

With the development of social economy and the continuous improvement of the quality of life, demands of disabled persons have increasingly showed their diversification, specialization, and personalization. The government tries to improve service for disabled persons through purchasing public services, in order to achieve the standardization, normalization, categorization and modernization of the service, and to meet the needs from different categories and levels of disability. This has become an important project in the work for disabled persons in the new era.In recent years, Wuxi City Hall, Wuxi Disabled persons’ Federation explored the approach of purchasing special public services for disabled persons, which has achieved positive results. This paper, by comparing the practice of developed countries, introduces the basic situation of the logic and models, the main experience and achievement, and the key problems and the causes of such approach in Wuxi. The paper then puts forward some strategies which may help improve the local government’s purchase of public services for disabled persons.
