A Study On Police Conduct Construction

The police conduct is a kind of attitude, behavior and style, which will be shown by policeman in their thought, work and life. It represents the social style and features in a period of time. Generally, the police conduct is good except that some disharmony appears in some aspects recently because of some facts. This kind of disharmony tarnishes the image of communist party and goes against the enforcement of public security affairs. So it becomes very urgent and important to construct the police conduct compatible with harmonious society.The paper is divided into three parts. In part one, some basic overviews, such as the concepts, content, features and the research meaning of police conduct construction, are discussed. In part two, the status of police conduct is analyzed and given based on the questionnaire with front-line and masses as the respondents in Zhoukou city, Henan province. The highlight includes working conscientiously and steadfastly, never yielding to power and position, controlling self well, never abusing privileges, being impartial and incorruptible, being self-discipline. However, the insufficiency includes weak awareness of tenet, weak sense of discipline, not paying attention to study, lack of enthusiasm for work, not being strict with self in life. Then the root causes leading to these insufficiencies is given. The causes include impacts on the values of life from socialist market economy, impacts of social and historical traditions, individual department and the leader not valuing ideological and political education, not standardized law enforcement, failing to recognize the importance of learning, social security measures being not enough to the policeman, oversight mechanisms being imperfect. In the last part, the way to construct the police conduct is analyzed. It includes the basic requirement and methods of construction of police conduct. The requirement is to be masses'satisfaction oriented, gradual and orderly, to keep pace with times and keep penalties and rewards distinct. The methods are to strengthen the policemen's ideological and political education, to normalize law enforcement, to study actively, to give preferential treatment to the policeman, to strengthen the supervision and be severe with self.
