In recent years,criminal and public security cases are more frequent,and public emergencies are frequently.The public security organs are facing unprecedented grim situation,heavy tasks and their own security risks.Especially facing the critical juncture to deepen public security reform and a serious shortage of police resources,it is necessary to provide more complete and excellent performance of police equipment than before to enrich the public security team and enhance public security team battle force so that we can deal with the increasing police affairs more quickly and effectively.Therefore,it is imperative to build a new mode of police equipment in the new era,and constantly improve the support capability of police equipment.With the great achievement of the cooperation and innovation of "combining study,research and production" in various fields,the combination of production,teaching and research in the field of public safety has also been deepened.The Ministry of public security to the national public security organs issued the "public security science and technology innovation of the 13 th Five-Year special plan" pointed out that: public security departments guidance,knowledge innovation and technological innovation by universities?research institutions and enterprises lay the new foundation of the development of public security science and technology innovation.The strategy of "Made in China 2025","intelligent equipment" and "the integration of military and civilian" has brought new opportunities for the development of scientific and technological innovation of public security.The introduction of this series of top-level planning has strengthened the determination and confidence of the author to study the cooperation and innovation mode of "police practical-production-learning-research" in the field of police equipment construction.This paper is based on the "production-learning-research" mode,the present situation of the construction of police equipment and relevant literature research and analyzes the factors of police equipment construction problems and influence,creatively put forward the "police practical-production-learning-research" collaborative innovation the concept of embedded mode of police equipment construction and construction principles and goals.The role and function of policing departments,police equipment manufacturers,universities and research institutes in the construction process of police equipment are creatively depicted in the form of structural drawings.This paper expounds the operation principle of the construction mode of police equipment combined with industry,university and research,and summarizes four operation mechanisms: strategic synergy,organization synergy,knowledge synergy and system cooperation.Put forward the innovative mode of the construction of police equipment to optimize the evolution path of ascension,and gradually formed the mode of grassroots police equipment,police equipment and production enterprises,R & D personnel about the equipment construction of communication channels,formation of equipment management and use personnel can fully participate in the construction of equipment situation and atmosphere.In order to provide theoretical support for the construction mode of police equipment combined with industry,university and research in the new era,we expect to attract high-level attention,and upgrade the police equipment construction to national strategy,which will help transform the mode of police equipment construction.
