The aim is seeking for the basic and common things so that we will form Chinesesystem on rights and relief of civil servant.Part three is the rational forming of our system on rights and relief of civil servant. Thatis thought from our constitutionals idea, administrative law idea and Chinese resources, subject and so on.Conclusion is a rational thinking and expressing .According to the analyzing above,subjectivity and subject ties of civil servant are the heart and ground forming thesystem,namely golden rule.
