With the advance of PE curriculum reform and implementation, Physical education teaching environment more profound changes.The traditional education teaching has not adapt to the PE teaching, now can not adapt to the learning methods, teaching means and teaching idea of depth change. Aerobics class teaching also has made great changes. In the new curriculum background, aerobics assessment is developed from traditional single to multiple comprehensive. How to implement a reasonable assessment effectively, rely on the evaluation to promote students'learning and developing the corresponding evaluation tools becomes the necessary conditions naturally。Based on the lacks of assessment tools in physical education curriculum, we put forward a new conception:the rubric. Based on literature review method, education action research. With the example of aerobics teaching in College of Bengbu Medicine, one-year teaching research, Through the "Kemmis Model",we operated two rounds of action, designed the rubrics for aerobics last examination of skill evaluation. We present three forms:Holistic rubric quantitative analysis rubric and check list. Through showing the entire process of developing rubric, action research is blended to specific PE teaching research. through the teachers participate in research process, hope the teachers can learn to develop the rubric, promote the teachers to pay attention to the evaluation tool, And promote teacher's professional development. Ultimate purpose is to promote students'learning and development. Through this process in this study, also provide to other sports an actual example, and provide information and ideas of other rubric developing. This study enriched the instruction and assessment system in PE curriculum, and provided the specific learning and assessment tools to the new curriculum implement.
