Homework is important for teachers in teaching, and it's important for students to learn, too. Whether homework is well done or not is concerned with the effect of teaching. The English teaching research is mainly about class teaching before, and homework is paid less attention at home and abroad. Now in China the center-role of students and the value of homework are paid less attention. This paper further studies the solutions to problems of English homework assignment in junior school on the basis of other researchers'research and the teaching practice. This action research is on seeking the solutions to the problems that appear in English teaching in junior school. The author interviews several teachers and students and finds some problems, such as too much homework, simple homework's form, homework repeated and so on. Now, many junior English teachers still give students some monotonous and repeated homework, and ask each student to finish doing it by themselves, so no communication and cooperation. Homework's content is mainly to copy words, to recite texts and to do exercises and so on. The students hate the homework and don't want to finish it. For these problems, the Input Hypothesis and the Output Hypothesis, constructivist view of learning and the principles of formative assessment are introduced. The research mainly uses action research. The author chooses Class 10, Grade 3 and Class 4, Grade 3 as an experimental class and a control class. The author also uses questionnaires, interviews and teaching logs and student logs to collect and analyze data. The author compares the scores of the students before and after exam and the result shows:There is a close connection between homework and the scores. The survey data and analysis show: Homework's change is approved by students. In Part V, the author describes some solutions to the problems of assigning English homework in junior school, such as less homework, much choice and group cooperation homework, more ways of assigning homework and more ways of checking homework and so on. It shows that scientific and rational homework is concerned with the potential of students and it can let students play the main role in learning. Finally, the research result shows that learning is an active construction. In this process, the students should construct knowledge by themselves with the teacher's instruction and help. Teachers no longer take the leading role. Thus the conclusion is both the teaching process and homework assignment as well as revision should embody the students'center-role.
