For a long time, our country's financial support for vocational education system was not perfect neither in the policy level nor in the process of implementing, resulting in a series of problems such as the shortage of overall financial support to the development process of vocational schools, the diversity of financial support among vocational schools, and the low utilization of finance education resource. It is particularly outstanding in rural vocational education. The slow growth of fiscal appropriations in rural vocational education, the inadequate of financial instruments, the imperfect of the vocational education system, has become the "bottleneck" that seriously restricts the development of rural vocational education.As the main supervisor of current rural vocational education and the main body to finance the education, it is an important topic that needs further research for government to study about how to establish and perfect the financial mechanism of rural vocational education, improving public education system. Through the research on the financial support to the rural vocational education, we can define governments'financial responsibilities at all levels to vocational education, and this would be good for constructing a rural vocational education financial investment mechanism with a feature of "enough, fairness and efficiency", and also for the financial investment policy formulation and ensuring fair and effective utilization of the national education resources, improving the shortage situation of rural vocational education funds, promoting the sustainable and healthy of the present situation of rural vocational education.In the meantime, it also has a positive meaning for improving public financial system and gradually realizing equal access to basic public service.This paper with the starting point of promoting rural vocational education, adopts a study method combined with empirical and normative analysis, synthesis combination and comparison, investigates the present situation of financial investment to rural vocational education in China, and compares the differences of vocational education financial investment in eastern, central and western regions, and analyzes its restrictive factors. At last we put forward relevant policy suggestions with the borrowing ideas from other countries in promoting financial investment and other relevant policy on rural vocational education, combined with the actual situation of China's rural vocational education financial investment.The first part of the paper states the current social background and topic research significance at home and abroad, sorts and reviews relevant literatures and theoretical research results. The second part is a combination of finance and economics relevant theoretical knowledge of government financial investment of rural vocational education, and analyzes the necessity of rural vocational education. The third part passes to the present situation of our country's rural vocational education development, using the statistical data, analysis the current rural vocational education situation in different areas and different types, and states restrictive factors for the current rural vocational education in detailed. The fourth part is mainly introductions to the foreign typical rural vocational education development experience, from its education funding sources, safeguard mechanism, policy aspects, providing experience for reference for our country rural vocational education development. The fifth part puts forward the proposed perfecting rural vocational education policy suggestions mainly directed against the issues proposed in the third part of the paper, from several aspects such as perfecting functions of government, strengthening government financial investment, guiding social capital investment, realizing the balanced development among regions to promote the development of rural vocational education.There are mainly two innovation points in this paper:first, this paper proposes that the rural vocational education disequilibrium problems among regions can be solved by lateral transfer between different regions on the base of reviewing the existing financial investment research theory on rural vocational education. Second, in the aspects of integrating the education resources, we put forward that we can use modern education technology to establish related resources databases of rural vocational education development, and then gradually realize the high quality education resources sharing between, in a certain extent, achieve the balanced development of urban and rural education.
