Higher vocational education is a vital realization form of vocational education in our country,and the state attaches great importance to it at the same time,it is gradually increasing the investment scale of financial allocation.At present,the financing channels of higher vocational colleges are gradually diversified,the national financial means,school-enterprise cooperation and business income all enrich the financing system of running higher vocational colleges.State financial support still dominates the development and prosperity of higher vocational education under the gradual opening-up mechanism.Therefore,in order to standardize the reasonable and effective use of financial funds as the goal of the research on performance evaluation system,mainly discusses how to build an orderly performance evaluation process,construct a scientific performance evaluation index system,and form an efficient fund management system.So as to the high efficiency utilization of higher vocational education financial fond put forward the practical suggestion and the improvement measure.With the rapid pace of economic development and urbanization construction in Hebei Province,higher vocational education,as a source of support for professional and technical personnel,has always been an important object of concern that can not be ignored.In recent years,the absolute scale of the average budget of higher vocational education in Hebei Province has been increasing,but there is still a big gap compared with the level of the whole country and economically developed provinces.At present,for the performance evaluation of the financial support of higher vocational education in Hebei Province,the relevant theoretical research and practical experience are insufficient,and the efficiency of the use of funds and the corresponding improvement measures need to be further studied.This paper combines and draws lessons from the relevant experiences in the performance evaluation of higher vocational education both at home and abroad,and puts forward the index system of financial support for higher vocational education performance evaluation in Hebei Province.It can be used for reference to carry out the performance evaluation of higher vocational education and the introduction of relevant policies and regulations.In the process of constructing the evaluation index system,19 three-level indexes are selected,which are divided into 6 types of second-level indicators,which include the input of educational funds,the operation and the benefit of education as a whole.Taking the data of 12 higher vocational colleges in Hebei Province as an empirical study,using the principal component analysis(PCA)and the mathematical statistics of DEA,the efficiency and optimization strategies of the financial funds of 12 vocational colleges and universities have been obtained by using the method of principal component analysis(PCA)and mathematical statistics.From the conclusion of empirical analysis,it can be seen that the overall efficiency of financial funds in higher vocational colleges in Hebei Province is better,the average value of DEA efficiency is 0.888.Considering the input ranking,output ranking,comprehensive efficiency value and the increase and decrease of the scale compensation of higher vocational colleges,the research finds that:There is not necessarily a strict positive and negative correlation between the financial funds invested by higher vocational colleges and the efficiency of use.On this basis,the paper puts forward some suggestions and measures to improve the financial performance of higher vocational education in Hebei Province,and summarizes the existing problems and prospects in the course of this research.
