| A certain environment is not only the premise of people's living and development, but also of the people's moral character is formed and developed. In china, ideological and political education environment has changed greatly at higher education stage. The particularity of education objects and the changes of education environment require full advantage of the different service subjects in university and educational way for students to carry out teaching and educating effectively.In this paper, it focuses on analyzing the Service-based education's necessity and how to realize of the function. Service-based education is the effective complement of traditional ways and ideas of educating, the effective way to response the number of students and teachers' quantity ratio imbalance, and the subject of the in ideological and political education. After analyzing the meaning and function of the service-based education in university and clarifying the concept of it, this paper demonstrates the theoretical foundation of the service-based education based on the Marxism ideological and political education environmentalism and contemporary western educational theory. According to the characteristics of the Service-based education in university, the subject of the Service-based education is divided into logistics, library and campus network services. On the basis of reviewing the history and development of universities' service-based education, this paper studies the three main subjects' characteristics, problems and improvement strategies.
