This paper studies prediction of item difficult of utility-oriented exam on the basis of cognitive design system approach. A difficulty prediction model is built by analyzing dichotomous items of chemical test in secondary school entrance exam.By means of literature survey, giving out questionnaires to psychology researchers and middle school chemistry teachers and other ways, from chemical and psychological perspectives, we analyze and determine the main factors influencing item difficulty of chemical test, finally determine 15 factors.Choosing 88 dichotomous items of chemical test in the 2008 and 2009 secondary school entrance exams, requesting middle school chemistry teachers to fix level of every item's factors', we also select 1503 subjects separately in the two years, totally 3006 subjects, with stratified sampling. According to different prediction items, subjects and several statistical measurement methods (predict missing values, parameter estimation, parameter equivalent, etc.), we establish three difficulty prediction models separately based on classical test theory and item response theory, totally six models. We finally select 15 dichotomous items in 2007 chemical test, check and compare the six models of these items.
