Since the 21st century, the society has entered a completely new era, network times. It is using new transmission media such as internet, mobile phones and mobile TVs as carriers to change our lifestyles quietly. As our country entered a key period of "economy development" and "society transformation" in recent years, social contradictions have increased and public crises have occurred frequently. Moreover, the propagating characteristics of network media such as instant, interaction and multivariance make crisis information propagation faster, wider and more difficult to control, which resulting in crisis expanding more quickly. Therefore, the philosophy and mode of public relations in crisis are required to reform following the rules of media. This paper introduces the background, research status, related conceptions, problems and research methods through the preface. It points out that it is determined by the times to construct a path of coping with network media for the government in the view of public relations in crisis, with the researches on the origin and development of the interaction between the government and media and the meaning of network media. However, there are many difficulties when the government public relations media deal with the crises, such as the lack of awareness and effectiveness, shortcoming of propagating ability and shortage of legislation. The reasons for those difficulties are as follows. The orientation of he government public relations media is indistinct; the management mechanism is unsound; the legislation system and the mechanism of information communication are imperfect. Thus, the writer has suggested a new construction path of the government public relations media, based on the integration research on social platform, management platform, legislation platform, technology platform and so on.
