Fairness is the character of institution, also is the essential demand of socialism institution. Education is a fundamental task for centuries to come. People have more opportunities to get an education, with the development of society. Especially in these years the promulgation and enforcement of the relevant educational policies make people pay more and more attention to the problem about fairness in the fields of education.The fairness of education system is not only embodiment of the social justice,also is the important foundation which everybody can accept education,and is the very important way that building harmonious society of the socialistic.Development of the education fairness is the development basement of social justice, and the development of society and the advance of time depend on education development. As a poor area in western minority area of China, especially Ganzi Tibetan autonomous region in Sichuan province, the development of local social programs depends on education development more. Ganzi Tibetan autonomous region is geographically located in southeast of Qinghai-Tibet Plateau.Beacause of its special natural environment, unique geographical position, History evolution,, special cultural, political, economic,the local overall development of citizenship education are always behind the times. Unfairness of education and the education system restricts not only improvement and construction of the cultural,economic,productivity level, but also social tranquility. Only solving the problem about unfairness of education and education system can we lay the foundations of accomplishing the county goal about the strategy of "Implement Leap-Forward Development, social stability and long-term peace and order in the country"In the first part,â… explain the related concept of institution justice,education fairness, then analysis ethical values between fairness of education system and building harmonious society of the socialistic. The second part is research object of this article.â… describe the survey of Ganzi Tibetan autonomous region education and make a summary introducing its history of Education typical education background though studying religious Culture,economic. In the three part, I analysis the local injustice education though fair perspective, and make ethical reflection on, at last I set forward my own suggestion and consideration about instruction of institution and focusing on development of local people though local social actual respect. Epilogue, Analysising the development of education justice in Ganzi Tibetan autonomous region mentioned above, I summarize related apocalypse and describe the development of local education justice in future.
