In the new century, with the continuous development of society and economy, people pay more and more attention to the development of education. However, the quality and level of teacher education is one of the direct factors which may influence the healthy development of education. The current teacher education which lacks practical training focuses too much attention on imparting knowledge of courses, and it may be not beneficial to the balanced development of the teachers' theoretical level and practical ability, which might affect the quality and level of teacher education. Therefore, the author designs a teacher training system in order to make up for lack of training in teacher education.Faced with the problems, people will have one or more solutions by thinking and choose one of them. So, the problems'solving processes are processes of thinking over problems and choosing solutions. Sometimes, to solve the problem is not easy and it requires multiple strategies. Persistent "Problem- Strategy" training can stimulate people's interests. Therefore, the author proposes "Problem- Strategy" to arouse people's positive thinking and to increase abilities by various feedbacks.The system consists of three cores:experiential training, thematic learning resources and convenient means of communication. In the paper, the author takes "Campus Security Processing" for example, elaborate "Problem- Strategy", analyses system's architecture and completes some features of the system. The testing confirms that it can achieve the main functionality.
