With the rapid development of Information Technology in the society today, our learning no longer confined to traditional classroom learning. Our learning in space and time has a further extension. The learning concept of anytime, anywhere, using any device has been accepted by more and more people. The studies that how to use a variety of learning devices accessing the network to learn knowledge have been deeper research.In previous studies, they concerned about anytime, anywhere, using any device to learning, but the study on the continuity of learning about the same content is few, because the network is incompatible and the speed of network is not fast enough. The last two years, the advance of tri-networks integration supply a technical environment to solve this problem. Multiple learning devices could show the same learning contents in a universal network. This technology environment will promote learning in anytime, anywhere and using any device.Based on multi-screen in one technology background, the study proposes a new learning mode, called continuity blended learning model. In this study, I detail the concept, characteristics and theoretical model framework. By using this learning theory, the study designs learning system functions for Shanghai Lifelong Learning Network to meet the needs of learners.
