Periodic census, as government's an important way to survey actual conditions and strength, is also an important public spending which is of great significance. At present, China has various large census, but the output efficiency is too fuzzy to evaluate. Besides, many performance evaluation are done by local government census center themselves and this to a certain extent makes it less objectivily and scientific.On the basis of theories about government performance and periodic census, this paper establishes index system for census performance evaluation according to improved target management theory, vertically evaluating in the aspects of planning stage, guiding phases, implementation stage and incentive stages. And then, this paper will analyze empirically Guangdong's twice agricultural census, get expert evaluation grades by Delphi method, combine DEA model and fuzzy comprehensive evaluation, get grades of indices in Guangdong census, and finally get general performance of twice agricultural census by summing up all the scores. The results showed that Guangdong's second agricultural census is relatively more effective. This is because the planning stage and incentive stage, more effective to census performance, in second one is relatively more effective than the first one. This paper is tentative in the following aspects: establish longitudinal evaluation index system for periodic census performance; comprehensively appraisal periodic census performance by the integration of DEA model and the fuzzy comprehensive evaluation method.
