All through the ages, every country's primary goal in scientific education is to improve its people's scientific literacy. Since 1992, Chinese Science Association has made three spot checks on our country's public scientific literacy, the result is not so satisfying. Lying in the principal location of the people's education, basic education reacts significantly on improving the people's scientific literacy. At present, the research on high-school students' scientific literacy made by several provinces is not satisfying, too. In terms of the research about this area, the paper plans to analyze the macro level and the developmental status of every element, and discusses the approaches and ways to improve high-school students' scientific literacy through theory and practice, and it is expected to offer new ideas for high school educational innovation.On the base of analyzing the historical evolvements of scientific education theory and the modem course reformation direction, this paper puts forward that scientific literacy's connotation mainly consists of four parts: scientific knowledge, scientific method, scientific inspirit and scientific ethic. In the above four parts, scientific knowledge is the base, scientific method is the kernel, scientific inspirit and scientific ethic are power and guarantee respectively. As much as individual, scientific literacy bear the characters of stability, oneness and acuity.The research on this area's high-school students' scientific literacy indicates: the whole level of the students' scientific literacy is plain, in which the students behave preferably in the aspect of understanding the general living knowledge but not so good at dealing with concrete action; They can explain general nature phenomena and possess definite scientific method, but are short of understanding the basic scientific conception, so much as the scientific phylogeny. It is anxious that the students have low ability in distinguishing pseudoscience, especially superstition, and there has a phenomenon that the more older one is, the more lower one's distinguishing ability is; The understanding of the possible negative influence brought by scientific technology is awfully insufficient.On the base of theoretical analysis and practical investigation, this paper enumerates the acts and examples of high schools in improving the students' scientific literacy, the analysis and reflection of the practicing process are made: the key of the practice activity in improving high-school students' scientific literacy is that the teachers' teaching conception should be changed. The teachers' active exploring is unusable motivity. Practice activities should be brought into the work of the schools, and practice activities must be developed combined with the area's practice, and so on.To improve the high-school students' scientific literacy is a long-time and subtle process. The above activities are still in the beginning, there still has considerable distance between ideality and realization. The expectations of the education reform for the future are:1. The teachers should be trained and equipped much more, including in-service training and fore-service training;2. Refine the conception, principle and law in the current teaching material of science class, recompose the teaching content according to the producing and living activities, aptly select the content about the developmental history of science and technological information to enrich the teaching material;3. Improve the teaching method and means, in this way, the whole teaching activity could be developed encircling scientific knowledge and method. The technological information education should be fussed with each subject's teaching to improve the exploring of the experiments;4. Blend the scientific education with the whole system of schooling teaching and the social teaching, shoot at building the most composition forces of school, society and family.
