Non-governmental higher education in our country is a new force that rises in the field of higher education in the eighties of the 20th century, studying the development of non-governmental higher education is not only very urgent in theory , but also extremely important in practice. The research of private higher education in this text relies mainly on the fact that compares horizontally . This text utilizes property right to define the range of non-governmental higher education, and have studied special function of non-governmental higher education of our country. At the foundation of reviewing a long history of traditional private education in our country and summarizing the structure, distribution and scale of non-governmental higher education, it gives some helpful advices. Because foreign countries' private universities have been run continually for a long history and already formed a whole set of complete mechanism and effectual system, so this text uses the private universities' experiences of some countries' , such as Philippine, Japan and America etc. Although non-governmental higher education of China have developed from preliminary stage of primitive accumulation to a colorful one, non-governmental higher education rises, on the one hand, practice produces many questions , on the other hand, such as the situation of legal system lagging behind, level confusion and the poor sense of social acknowledgement existing in the development of non-governmental higher education. The text probes into legal system, mode, and appraisal of running a school etc on the base of comparison.
