WTO has brought an enormous impact on educational field of our country, this is reflected especially obviously in the developed area. However, we have known a little about the breadth and depth of this kind of impact and corresponding countermeasure. Existing researches remain at an abstract and superficial level.On the basis of theory construction,through the explanation of the basic principles of WTO and the concret educational promise in our country,the thesis points out that WTO has produced the enormous impact from three respects of the idea, practice and system to the educational field of our country: In idea requires us to have an education "service"idea,an education "marketization" consciousness and an education" democratization " idea ; In practice,adapt to the violent competition of the educational market to manage various kinds of education intermediaries well, and make great efforts to maintain the educational sovereignty of our country;On the system, change from close structure of education of establishing its own system into the open structure of education, improve the independence of the school, in order to adapt to the challenge and opportunity that WTO has brought. These impacts behave particularly conspicuous in the developed area of our country.The thesis takes service trade of education of Shanghai as an example,through the narrate of the fact that the opening to the outside world of Shanghai education constantly moves towards international trad of educational service, from imports and exports educational service, intermediary, cooperation running of a school, enumerates its various kinds of opportunities and challenges faced, and puts forward the corresponding tactics to this special case of Shanghai.On the basis of combining above-mentioned theories and instance analyses,the thesis puts forward that we should construct the "managing" models of coping with the challenge and opportunity that WTO brings in the educational field of our country,from three respects:the school should independently transformate to meet the demands of the times of selective education,the government should change from "limitless government" to "limited government" to convert its function,social folk strength should participate actively, let our country establish in an unassailable position in the international trade competition of the fierce educational service.
