A Research On Activating Available School-running Resources In The Market-oriented Economy

The development of higher education in China is in its best preriod. To accelerate its development and to occupy an advantageous position in fierce competitions, colleges and universities must activate their available school-running resources. The available school-running resources refer to the factors which could bring economic value and promote the development of higher education in a certain period. It's the macroscopical and general control of all the factors beneficial to the development of colleges and universities, the research of the available school-running resources involves three aspects: what are available school-running resources; the present utilization of the available school-running resources; and the means to activate available school-running resources.This paper mainly includes six parts: in the first part, the definition, implication and classification of available school-running resources are put forward; in the second part, the author points out that activating available school-running resources is the urgent requirement of the promotion of the development of colleges and universities; the analysis of the present utilization of available school-running resources in China and existing problems are incuded in the third part; in part four, the author clarifies the factors restricting available school-running resources in the perspective of consciousness, possession system, management etc. ; in part five , the authorpoints out that the ultimate way to activate available school-running resources is to transform management system to set up a operation system that adapts to the market economy; the last part is devoted to the specific strategies to the activating of available school-running resources.It is this paper that first brings forward the definition of available school-running resources and systematically and comprehensively studies the available school-running resources in the perspective of the industrialization of higher education. The theory of activating available school-running resources is the development and a breakthrough of the theories of education finance, education investment, and the managenment of colleges and universities.
