At the beginning of the thesis a representative instruction case on electrical magnet is analyzed. The author finds out that teacher is the center of instruction, and the content is localized on electrical magnetic. Students' ideas, abilities and feeling are ignored. This instruction model is abandoned by the eighth curriculum reformation. Which rise a important issue what is better instruction matching the new curriculum ideas. The thesis is about to make a full research on the issue and give some reference to those who study the general laws of inquiry-based instruction design.Instruction should be designed according to the curriculum standard, which aims at well developing the science literacy of each student and emphasizes inquiry-based learning. Students are required to do the experiment by themselves, and then they learn how to solve problem. The author has made a deep research on the theories of science inquiry and the principle of instruction design, and learned the steps in the instruction design process. He has done the experiment and kept in mind the problems that students may encounter such as remanence and short circuit. And then some materials are picked up for the students. The textbooks show magnet and simple circuit are easy to learn and give the base to electrical magnet instruction. But all the steps are given in student's experiments, their ideas are ignored as in the former case. But if we don't do that, how the students know what to do? Since the student's inquiry is similar to the scientist research. The author has studied the related electromagnetic history, which shows H.C.Oersted discovered magnetic effect of electric current by chance. It is imposable and absurd to hope students discover the laws of electrical magnet as well as Oersted did. But in-depth analysis gives a clue, just as special discourse in philosophy on chance and necessity: chance is in necessity and necessity in chance. The dialectical relation between them reminds us of luck prefers ready mind and scientifically thinking should be developed in class. It also give the evidence of physics history to support the goal of the new curriculum reformation-cultivating student's sensibilities, attitude and value idea. As a random occurrence with little probability, this accidental science discovery inspires us that the independence and variety of the swatches should be noticed and more swatches help to ensure the random occurrence or comprehensive discussion on one topic when we are in science inquiry.This is a inquiry-based instruction design focused on students. The design gives full play to students' curiosity and active nature, allows them do the experiment guided by their own ideas. The design regards and utilizes students' difference and varieties ingeniously It fully emerges all kinds of phenomena reflecting the electromagnetic nature, so the students can find out the factors that affect electromagnetic magnetism and polarity by compare. The teacher teaches neither knowledge nor method, it is students themselves find both. The teacher is just a organizer and promoter in class. The basic ideas were carried into effect when the author, with other teachers and anther graduate guided the General Bridge Primary School instruction, and achieved success. The right-handed screw rule ought to be learned by inquiry according to the curriculum standard. On the contrary, it is taught directly by all teachers and narrated clearly in textbooks. Its' difficulty was then affirmed after the author had interviewed some middle school students in grade one who come from Pingle county of Guangxi Zhuang Autonomous Region and Changsha city of Hunan province.
