It is based on the corelationship that education thoughts affect education policies and education policies reflect education thoughts that the dissertation is to study the influence on and the implications for the establishment of education policies in China of present mainstream education thought development tendency on the basis of its analysis so that the reform on higher education policies in China can be in line with international mainstream education thought tendency and provide policy support for the sustainable development of Chinese higher education. The dissertation consists of three chapters. The first chapter is the analysis of the relationship between education thoughts and education policies so as to provide theoretical foundation for the dissertation. The second chapter is the conclusion of the tendencies of present international mainstream higher education thoughts, namely, higher education qualification , higher education public , higher education internationalization, lifelong higher education, and higher quality and creativeness education. Listed in the third chapter are China's response to present international mainstream higher education thoughts in policy The fourth chapter practice the limitations in Chinese higher education policies and the implications for the establishment Chinese higher education policies. By present international mainstream higher education thought is meant the scientific thought in line with the times which reflects present international higher education development tendency and has been testified by higher education practice in numerous countries. It is of significance to the establishment of Chinese higher education policies.
