The way of language teaching, learning and assessment varies with the social development, which can be seen obviously in Europe with Multilingualism and multiculture. Classical language has been popularly learnt from the ancient times on. With the economic development, Europe's economic unification facilitates the integration of other social aspects and the multilingualism in Europe becomes a serious obstacle to progress. Therefore, the Council of Europe, whose main objectives are to defend the human rights, pluralist democracy, promote and enhance the cultural identity and diversity in Europe, proposes that the objective of teaching and learning is to develop the European citizen with plurilingulism and pluriculturism, with the guidance of pluralist policy, and points that the relationship between globalization and localization should be settled appropriately on the premises of protecting the heritage of cultural and linguistic diversity, and calls upon promotion of the national and international collaboration of governmental and non-governmental institutions engaged in the development of teaching and evaluation in the field of modern language learning and in the production and use of materials. Through tens of years of hard work, Council of Europe promulgated "Common European Framework of Reference for Languages: Learning, Teaching, Assessment." and "Europe Language Portfolio", developing the unified the six levels of language learning and the way of assessment, calls on the member states to carry it out according to its educational settings. More than 15 member states and organizations explored them to prove that they are efficient tool to improve the quality of language teaching, learning and assessment.The settings, objective, protest and experiment of "Common European Framework of Reference for Languages: Learning, Teaching, Assessment." and "Europe Language Portfolio" are explained and analyzed in the paper, with the study method of documentary analyse, description, cause analyse and comparison taken. It points out that CEF creates a common basis for development of curricula for all Europe with Poland and Finland as example, It explores the educational function of ELP, pointing out the present problem and the way to proceed, concluding the reformof language teaching, learning and assessment in Europe proclaims to cultivate the practical language user, and take ELP as the efficient educational tool to promote the students' learning, during which students' autonomy is developed to equip them with the ability of learning to learn. The opinion of CEF and ELP adapts themselves to the demand of learning society and lifelong learning, which has become a pioneer for the language teaching, learning and assessment in the world and provided the rich experience for the developing countries in language teaching objective and assessment method at the same time.
