This research focuses on developing the language screen test for preschool children. Items are selected and rectified on pretests and trials among samples selected in Shanghai urban, with the tested reliability and validity of the scale and the referable norm is developed.The thesis introduces the percentage of language disordered children and language testing in China mainland, and highlights the importance of developing the localized language scale. Referring to concerned theories and researches on language elements, children's language development and current language testing tools, the researcher builds the frame, items and testing methods of this language screen test for preschool children.The final scale and norms are audited by Chinese linguists, psychologist and teachers in kindergarten, statistically analyzing the results of pretests and tests by SPSS. The items are well distributed in difficulty and judgment with great performance in reliability and validity. What's more, the project reports phonetic acquisition and the percentage of abnormal in pragmatic vocal and speech fluency of children aged 4-6yrs.It is a complicated process to develop a scale which needs continuing refresh and perfection. There are many problems remain unsolved because of time and financial aid. It will be of great help to child language education and training and be beneficial to further research on language disorders if it is possible to modify the test and increase sample pool, or to set up a Shanghai or even a national norm which is profoundly important both in theory and practice.
