That is the unceasing development of human's subjective initiative impelled society's development and the progress. In knowledge economy time, reserving talented person means gathering the energy; losing the talented person means losing the development. At present, human resources development was regarded as the key point in US, Japan and so on the economical powerful nations. The domestic coastal developed area also develops and gathers the domestic and foreign outstanding talented people through the formulation of preferential policy. As the developing western area, we should develop much attention to the training and introducing work of talent, comprehensively implements the talented person strategy.I. Scientific connotation of the talented person strengthening nation strategy and its theory and practice foundation of implementationThe talented person strengthening nation strategy is the significant decision-making according to the urgent need of the development of our party and nation, and we take the Deng Xiaoping Theory and The Three Represents as its instruction. The western area occupies 71.4% of the whole nation land area, but each kind of specialized talented person capacity only is the 20.4% of the national total quantity, the senior specialized talented person only accounts for 13.6%. Secondly the talented person distributes unbalanced, the constitutive property contradictory is quite prominent. In region distribution, they mainly concentrate in the big or media-sized cities, but the general countryside pastoral area and the remote districts are seriously insufficient. In system of ownership distribution, they mainly concentrates in our administration department and the state-owned business unit, talented people in the state-owned unit is 85% of the total quantity In profession distribution, they mainly concentrate in the traditional industry and the traditional discipline, the gap between the economical development and the specialized technology talented person is big. Thirdly, talented person resources are wasted, The using benefit of talented person is not to be high. On the one hand the talented person belongs to the profession department, cannot be disposed reasonably and made rational use. On the other hand the scientific research funds is short, the duty of the specialized technical talented person is insufficient, existing the waste phenomenon.
