However, the civil society\public sphere theory undoubtedly affords us a kind of new paradigm to interpret and practice, whose analytic value and heuristic meanings have been attached great importance to by many scholars all the time As a perspective of the modernization research, publicity is an important problem of Habermas's public field theoretical research too. In this theory Habermas has built a kind of public type that can confront with the public authority. Some scholars think that the publicity appears in the course of the local autonomy groups'management to the local affairs, but the publicity is in accordance with the government in nature. The author begins with the frequent critical incidents in recent years, and centers on the reports and arguments of the media, and the public's speeches and try to analyze: (1) whether there is a public space that can make the government and the society carry on the interaction here; (2) if yes, what kind of state it is? That is the main contents of the thesis. First of all, put forward the question. The frequency of the critical incidents indicates the approach of the risk society, and brings about the public's common participation and discussion. The thesis tries to seek some kind of publicity. The publicity is consisted with in essence.
