Now, it is an important topic for the deep reform of hi-education in China how to develop hi-education sustainably and how to make the function of hi-education work. Based on the analysis of hi-education, guided by the view of scientific development, the paper shows a series of methods to advance the function and the sustainable development of hi-education.By the analysis of the meaning, the content and the base of the view of the scientific development, the paper shows the feature of the view of the scientific development is full-scale, coordinative, sustainable and human-being-guided. By the analysis of the basic function of modern hi-education, which is to train the talent, to produce knowledge and to service the society, the paper discusses the relationship between the view of the scientific development and the view of scientific development of hi-education, and the effect and influence of the view of scientific development of hi-education to the work of the function of Chinese hi-education.About the training of talents, the quality is down and there are problems within the structure of knowledge; about the development of knowledge, the problem of low-level and repeated science-studying is serious and the rate of the applying of the science-studying and the social benefit is low; about social service, effective organizing of the social service of hi-school is absent, and the organization of social service and the management system of hi-school are not enough and the institution is not perfect and the necessary plan and directing are absent. The work of the function of hi-education is relying on the coordination of the function of hi-education and the function of hi-school.Guided by the view of scientific development and the view of scientific development of hi-education, the paper shows the methods to the existed problems of Chinese hi-education:First, to change the old views and to set up the human-being-guided view of value, knowledge and talents of hi-education;Secondly, to show the plan for the reform of hi-education of the system of education, macro management, investment, recruitment and job-finding, and inner management of hi-school;Thirdly, to urge to adjust the system of the level, the type and the distribution of hi-education to ensure the function of hi-education can work effectively.
