At present, the higher vocational education as an important component of Chinese higher education system, has achieved a historic development and a leaping-over breakthrough. In the great work of comprehensively building a moderately prosperous society and accelerating the socialist modernization process, higher vocational education plays an irreplaceable basic role and strategic positional role. Establishing and implementing scientific development view, as for exploring the rode to higher vocational schools'education characteristics, we should stick to the size,structure, quality in keeping with the efficiency, stick to human-based, stick to teaching, scientific research and social services in a coordinated growth, and should ensure the sustainable development of higher education, which has great significance.In the new century, along with Chinese socialist market economy and the development of the cause of socialist modernization, Chinese vocational education to a series of new situations and new problems, many vocational institutions management system, professional setup and personnel training mode does not adapt to the socialist market economic development and the requirements have not formed its own characteristics, there is a"1000 school side" situation.
