Oral English has been emphasized in senior school teaching, because it is not only the content of language learning, but also a measure of language learning. But the achievements are not satisfying. In recent years, there have been many problems with the contents, types, assessment system and the testers'training in NMET. As a result, the society hasn't got the proper people with the help of NMET. So the writer carried out an investigation into the society need to the oral English test and ability. The surveys showed that as the reform and opening up to the outside world go further, economy, science and technology in our country have experienced a dramatic development, international communication is becoming more and more frequent, which results in a greater demand of foreign language talents of different kinds. This demand shows incompetence of the traditional teaching and calls for immediate reform on the current foreign language education system. However, the student oral ability is very limited and the NMET assessment is far from what ti is needed. To meet the demands of reform, the Ministry of Education promulgated "The New Curriculum Criteria for English Courses for fulltime Compulsory Senior School Education"in the February 2003. The New Curriculum Criteria particularly emphasizes the students should be led to use the proper English in communication, continuously experience the improvement and success through the assessment system, recognize ego and build confidence. It also emphasizes accelerating the full development of the students'ability of using synthetic language. So the NMET test system present must be reformed, improved and perfected. In this thesis, research is centered on NMET oral assessment. The thesis links theory with practice. With the help of several data of the need of the oral skill and test, the researcher, in allusion to the development and purposes, puts forward some aspects of NMET oral test, such as types, methods, assessment and improvement. The researcher also tries to use the theory to direct the practice; that is, to use the experiment to test the content of this paper. And the researcher also hopes that thesis can provide some useful information for the relevant persons: for English teachers who are responsible for drawing up tests of NMET language ability; for other professionals who may not be actively involved in teaching but who have some need to construct or evaluate language test or examinations, or to use the information that such test provide; for those who are teaching may have to teach their lessons and deal with the focus according to it; and for those who are not teaching but need valid and reliable measures of achievement. Therefore, this paper is intended to describe and illustrate oral test theory, test development, and the principles of NMET design, construction and administration that underpin such theory. The paper is stated in six aspects, each of them dealing with one stage relevant to the NMET construction process: introducing the background of NMET oral and raises the research questions; stating the basic theory of the language test and NMET; analyzing the study of NMET oral assessment in detail, including defining the NMET oral test, addressing the types and topic items` significance and purpose; drawing up of the specifications on which the NMET is based, show how to design every process of the NMET and its new possible methods; discussing the importance of the assessment system and the training of NMET examiners; make an experiment of present study; dealing with the NMET oral reform and improvement...
