With the development of Chinese modern society, the construction of Chinese modern city has been improved dramatically. But lots of new issues and situations have appeared during the time of management of base associations. Under the planned economy environment, the management of society almost depends on every single company, unit, association, even the industry. After the establishment of the market economy, the liquidity of city residents became more and more frequently, and "unit of person" changed to "society of person". The important of Unit's functions decreased but Society's goes up, this phenomenon trended disjointing of society management with before, the model of base management became unsuitable with requirement of market economy. From all above, at the specifically moment, with the great working of our government, the construction of city community had developed slightly. It is the model according corporations of private person and unit within the community, in order to creature the unique method of society management. For this kind of model we are not only get great profits but also save the resource we invested at the earlier period, it means significantly for the establishment of our society..This article takes social reforming and politics economic restructurings as the background, it researches the establishment of the self-control community from the macroscopic angle of the reforming of the society. It combines the theoretical analysis to the real diagnosis analysis and carries the analysis on the feasibility of the research plan, It obtains which favorable factors and disadvantage factors respectively in politics, economic and society on the establishment of the self-control community.
