| The city community construction occurres when the omnipotent government becomes too burdened and the market is undeveloped. The community autonomy is the basic principle and a natureal demand of the community construction. It is also the inevitable trend and a ultimate target of the community development, an innovation with low management cost. It is an important way to change the function of the government, and a basic need to consrtuct harmonious society. Therefore, to push forward the community autonomy, to strenghthen the residents' participating enthusiasm, and to promote the autonomy ability of the community is of great practical importance and can meet the need of the reform and development.Take the Gongshu District, Hangzhou as an example, the the thesis detailes the various problems in the community autonamy, namely, misplaced function, small power with great responsibility, not enough participation, shortage of resources, weak organization, incapability. The main reason to the problems is that the government misplaced its role in the community construction. The thesis also exploits the new relationship model between the government and the community. The conclusion of the thesis is :to reach the community autonomy, it is necessary to free the community committees from the traditional management subordinate, to construct a new cooperating relationship between government and community. The management right should be returned to the community, and strenghthen the residents' participating enthusiasm and autonomy abilility should be improved.The thesis made some policy-making suggestion in regard of the community autonomy in six ways: to change attitude to the community autonomy; to reform the management mechanism to ease the burden of the community; to set up financial system to assign the fund properly; to extend the function of community to attract the residents; to highlight the performance of the community organizations; to set up a supervising system.
