The Village Study On The Non-farm Transferring Of The Suburb Farmers In Chang Chun

Out of the conscience of the sociology problem, many experts have a great enthusiasm on studying the social stratification and social mobility based on the farmers' non-farming transferring. They have already obtained a lot of research achievement, and case study is one of the achievements. However, due to the vast territory of China, the difference of north south and west east, the difference of the developed area and underdeveloped area, it is difficult to find representativeness in these case studies. Besides the former study the experts discussed the condition of the developed area but few in the underdeveloped area. Especially the study of rural population is rare in Ji Lin province as a case study. This paper takes the study of farmers in Changchun suburb for discussing and tries to find the theory base and experience to solve the problem of the fanners transferring of no farming in the process of development of economy and society in Ji Lin province. Meanwhile it is hoped to provide the comparable base for the farmers transferring of no farming in other areas of China.This paper has four parts as followed:The first part is the base of theory that separately expounded the relevant theory and actuality of social stratification and social mobility in China and abroad.The second part is to introduce the means, method and process of the research, and briefly explain the chosen sample, and give the concrete concept in the paper.The third part is to demonstrate the case and get the relevant result.The fourth part is the achievement of the paper and the countermeasure of the suburb farmers transferring of no farming problems in Changchun city. It also shows the relevant conclusion as followed.The first section of this part is to show the conclusion of the demonstrated analysis.â…  .At present, the rate of the employees of the second and third industry is very high in the suburb of Changchun city. The achievement of transferring is also notable. So the income of the farmers has increased that must cause the change of the farmers' income stratification structure and deeply influence the entire development of the rural area.â…¡ .The suburb farmers transferred farming to no farming that caused the farmers'position change in the industry stratification bordered on the three industries. Meantime, the employment status of farmers had changed that deeply influence the change of the economical and social status.â…¢. At present, the mobility of farmers' non-farming transferring mainly showed in four aspects: inside mobility, structure mobility, horizontal mobility, and short distance mobility.â…£. Geography has played the important role in the process of farmers'non-farming transferring which included the inside transferring and short distance transferring. Consanguinity has the limited influence on the local farmers' non-farming transferring.â…¤ .The local farmers transferred to no-farm industry, which doesn't change the farmer identity to the citizen identity.Although the farmers have been in the city, they are still farmers who have not urbanized indeed .The labor forces who transferred to Changchun city haven't realized the identitytransformation though they have already realized terrain and occupation transferring. At present, the farmers' non-farming transferring in six villages is only a transferring without emigration,VI .The local employees take in non-farming industry, at the same time they have conducted the traditional farming activity on their contractual land. The reason for this phenomenon is out of consideration of survival notion, which is not good for the formation of modern agriculture and the smooth non-farming transferring for the surplus labor in the rural area.VII.The attraction of the survival notion, the economical notion and the urban life style has play a pushing role to the suburb farmers who transfer to the non-farming industry. With the development of the rural area, it is a clear trend that the economical notion is going to replace the survival notion, and it is obvious in the suburb comparing to the far from the city. Now the economical notion is the leading position among these factors. The attraction of urban life style has given bigger passion to change their way of life. The attraction of urban life style and the economical notion become the biggest cause of the fact that are combining together to impact the suburb farmers.VIIl.The educational degree of the suburb farmers and the strength of the government policy support are relevant with the possibility of the farmers'non-farming transferring. Through this study ,the writer found that the possibility is bigger if the farmers' educational degree is higher, and the possibility is bigger if the strength of the government policy support is stronger.The second section of this part is to put forward the countermeasure of problem solving. The writer has pointed out that the realization of the fully non-farming of the suburb farmers in Changchun need to depend on the implementation of the urbanization strategy. Several urgent problems are suggestive to solve immediately in the process non-farming transferring of the suburb farmers in Changchun city based on the urbanization.I .First, to change the wrong cognition of the staff in the government for the farmers entering cities because the rural population will provide the job opportunity for the laid off worker instead of taking up the position of the laid off workers from the future point of view .Although the rural population will cause some temporary problems in city,it will solve easily as long as plan ,reform and innovate reasonably the current policy and regulation and add the management strength of the government.II .It must have fastened to reform the system problem of the current identity management.Ill. It must have fastened to reform the land transferred problems.IV.To reform the system of land confiscation and solve the phenomenon of the farmerslosing land.V .To fasten the transformation of the function of the government and to realize the transformation from the management as leading function to the service as the leading function, which will provide the services ,such as the transferring information, law and the skill training and so on.
