High School Graduate Test in our country is a provincial test admitted by the country. It is designed to inspect and evaluate the teaching achievements of high schools, and is also a key measurement to the requirements of high school students' obligatory courses under the syllabus. In Ningxia, thanks to the High School Graduate Test, the quality of education and teaching of high school has been greatly enhanced. Especially, it has well promoted the dissemination and development of English teaching, and has made English teaching go forward in a healthy and stable way.In the globe, those countries well developed their popularized college education all pay special attention to a national High School Graduate Test. In modern times, during the basic education process, the national graduate test has a background of universal education. Nowadays with the development of popularized college education and the reform of the college entrance examinations in China, the orientation and necessity of High School Graduate Test has begun to be questioned.In recent years, Bachman's model of the Communicative Language Testing has aroused much attention at home and abroad. The theories about the measurement of test usefulness proposed by him have also been widely accepted and been implemented in the construction and evaluation of language tests. Test usefulness involves six qualities, i.e. reliability, validity, authenticity, interactiveness, impact and practicality. They constitute a unitary system, in which all the qualities interact with and affect each other. One of the primary duties of test developers is to find an optimal balance among them to ensure the overall usefulness of language tests. The present research investigates the usefulness features of 2003 High School English Graduate Test of Ningxia. By means of quantitative and qualitative measures, the test in terms of its qualities is examined, with the intention to obtain feedback about teaching and leaning. Recommendations are provided and conclusion drawn in order to put forward suggestions on the following Graduate Test papers of Ningxia and the reform of the Graduate Test of Ningxia.
