It is an age of peace and development, but competition is very cruel nowadays. It is becoming very important for us to know how to cooperate with partners and develop yourself in the complicate situation. It is becoming a new field for researchers to solve public resource problem by social dilemma model recently. Based on previous researches, the main point of this paper is to explore the subjects' psychology and behavior by interpersonal evaluation and attribution theory, so we can explain how the effects of social interaction and the situation of left resource on subjects' emotion systematically in resource dilemma. This paper uses both the measures of laboratory experiment and questionnaire methods to prove our hypothesis by investigating eighty-nine college students, at last, we can make following conclusions:(1) Pro-social subjects show more cooperation behavior than individualists; TFT and cooperation strategies can give rise to more cooperation behavior than competition strategy, furthermore there is interaction effect between strategy and social value orientation, when subjects are pro-socials, partner's competition strategy gives rise to less cooperation behavior than TFT and cooperation strategies. When subjects are individualists, partner's TFT strategy gives rise to more cooperation than cooperation and competition strategies.(2) Exploring interpersonal evaluation questionnaire by factor analysis, we can get two dimensions. One is moral dimension, its items include helpful, kind, selfish, moral, equal, honest; the other is might dimension, its items include smart, powerful, flexible, and intelligent. Moreover, there is an interaction effect between the effect of social value orientation and partner's strategy on interpersonal evaluation.(3) By structural equation model analysis, we make conclusion that the effect of interpersonal evaluation on cooperation is mediated by expectation. Might evaluation dimension in interpersonal evaluation will result in pity emotion. Moral evaluation dimension will result in attributing others should take responsibility, anger emotion and cooperation willingness. The effect of partner's strategy on responsibility attribution is mediated by moral evaluation dimension.(4)Generally speaking, subjects think partners should take more responsibility when the left resource is dry up than when the left resource is plenty. There is an interaction effect of the situation of left resource and partner's strategy on responsibility attribution. When left resource is dry up and partner's strategy is competition, subjects think partners should take the most responsibility; when left resource is plenty and partner's strategy is cooperation, subjects think partners should take the least responsibility.
