Evaluation criteria have direct influence on teachers' belief of value and teaching methods. A good evaluation system can concentrate teachers' teaching methods on students' all-round and long-term development and make students obtain the ability to study on their own and independently so as to create circumstances for students' lifelong learning. However, there isn't any widespread evaluation system which is well received by most English teachers for the moment. This thesis, based on the theory of Second Language Learning and the theory of Evaluation, puts forward some suggestions to improve the present evaluation system according to the analysis on the present evaluation system.First of all, this thesis simply explains the meaning, the purpose and the reason why the author chose this subject. Secondly, this thesis briefly introduces the several development stages of the evaluation theory, as well as its functions and influences. Thirdly, analyzing the English Program Criteria, this thesis emphasizes that the cultivation of students' comprehensive abilities of language, including Language Skills, Language Knowledge, Affective Attitude, Learning Strategies and Culture Consciousness, should be put into the evaluation criteria. Fourthly, the author of this thesis thinks the main purpose of the English Program Criteria is to improve teachers' abilities continuously and the English Program Criteria emphasizes that teachers should analyze and contemplate their own teaching action. Meanwhile the author of this thesis also thinks the English Program Criteria intends to establish an evaluation system in which teaching action should be mainly evaluated by teachers themselves and principals, other teachers, students, students' parents will participate in the evaluation. Fifthly, this thesis introduces and explains the main present evaluation criteria. Lastly, this thesis puts forward some suggestions for Class Teaching Criteria, Students' Scores' Criteria and Professional Title's Criteria, based on analyzing the defects of the mentioned criteria above, hoping to be useful for the establishment of a new evaluation system and make teachers concentrate their teaching action on students' all-round development.
