On The Urban Poverty And The Construction Of Harmonious Society

Since the reform and open-door policy have been implemented, especially after 1990s, with the switch of the economic structure and the sharpening of the market competition, the division between the poor and rich city residents in our country is carrying on an accelerating posture. Part of the citizens indeed takes the initial to join the rich group while quite a few others stay in a relatively or absolutely poor situation, declining to a member of the class. Because of the wide resource, growing quantity and steeply influenced range, the poor citizens have aroused the special attention of the society and have been a brand new social problem during the society transformation period.Socialist harmonious society is one that is full of creativity, that all beneficial relationships can be properly adjusted, that social managing institution is being continuously innovated and perfected and that is stable and in order. At present, however, poverty is out of tune with the harmonious society, especially that the city poverty is not only a problem of economy, but also related to the society and the politics. It has seriously influenced the construction of the harmonious society and has becoming an urgent problem to be solved in the process of the harmonious society building.This paper investigated 925 families (2876persons) and consulted the fruits of both foreign and internal scholars on urban poverty and harmonious society. It also uses a comprehensive research method including comparative study method, exemplification method etc. and meanwhile it absorbed in theoretical knowledge of multiple subjects like economics and sociology. By the independent thinking and the present study progress, this paper tries to make a breakthrough and innovation in the study of the urban poverty and construction of the harmonious society.This paper consists of three chapters. Chapter 1 is that the urban poverty has become a severe problem stocking the construction of theharmonious society. The part is illustrated from two aspects: the present situation of the urban poverty and that solving the urban poverty is the core and necessary requirement of the construction of the harmonious society. Chapter 2 is the analysis on the caused of the urban poverty, which is the key part of the whole paper. The macro causes rooted out in the paper are historical reasons, the challenge of the market economy, the influence urban and rural integration, the reformation of the state-owned enterprises and the adjustment of industrial production, the unfair income allocation and the imperfection of social security system and so on. The micro causes are mainly that the more the family members are, the poorer the employment will be and the probability for the family to be poor will be greater;the less education the employee receives, the probability for him to be poor is larger;other elements influencing the employees' income etc, based on which, it discusses the deep reason for the urban poverty is the social power poverty. Chapter 3 is solving the urban poverty and promoting the construction of the harmonious society. This part puts forwards the resolutions to five aspects on the perfection of the public policies, the strengthening of the governmental macro controls, the set-up and perfection of the new urban aid-system, improvement of the social security system, reinforcement of the establishment of the governmental and non-governmental anti-poverty subject, enhancement of the self-qualities of the poor, the set- up and perfection of the relative laws and regulations to legalize the anti-poverty work and taking spiritual aid to the poor seriously.
