Higher education massification is very popular at present, in the 1960's to 1970's, many"developed country"such as American, England, Japan and Korea have been in the massification stage of higher education. From the reform and opening, our social economy development grows fast and the scale of higher education grows big, now the age of high and new-technology industry is coming, the government formulate many definitude politics to expedite our higher education to receive the challenge.Higher education massification is the evolvement process of cultivating the minority of elite to the majority of social people till all the people and some qualitative changes. To expedite the speed of higher education, the"developing country"makes many politics and measures with legal instrument to resolve the questions what appeared in the higher education development, so that it can grow to the mass higher education.
